COLONEL JEFFREY C. POWELL
Colonel Jeffrey C. “Jeff” Powell is a native of Bangor, Maine. He enlisted as a Private in Field Artillery entering active duty in 1983. Upon completing a two year enlistment, he attended the University of Maine and was commissioned in 1989. Colonel Powell holds a Bachelor of Science degree in Business from the University of Maine, a Master’s of Business Administration from Syracuse University and a Master’s degree in National Security and Strategic Studies from the U.S. Army War College. His military education includes the Field Artillery Basic Course and Finance Advanced Course, Combined Arms and Services Staff School, the U.S. Army Command and General Staff College, and the U.S. Army War College. During more than 25 years of active service, he has commanded and worked in key staff positions from Detachment to Theater, with duty in Afghanistan, Croatia, Germany, Italy and the United States.
Colonel Powell is currently assigned as the 38th Commandant of the United States Army Financial Management School and Chief of the Finance Corps, Fort Jackson, SC. His previous assignments include: Platoon Leader 26th USAFAD, Paderborn Germany; Commander B Detachment, 5th Finance Bn – Fort Hood TX; Commander, HHC 13th Finance Group - Fort Hood TX; Budget and Fiscal Officer, SFOR I – Zagreb Croatia; Intern to the Under Secretary of Defense, Comptroller - Pentagon VA; Program Budget Officer, OASA(FM&C) – Pentagon VA; Team Chief, Budget Integration Army G2 – Pentagon VA; Deputy G8 US Southern European Task Force – Vicenza IT; Deputy CJ8, CJTF 76 – Afghanistan and Chief of Operations and Internal Review Allied Joint Forces Command – Naples; Chief of Planning, Programming Budgeting and Execution Integration in the ASA (FM&C) – Pentagon VA; Director of the Capabilities Development Integration Directorate for the Soldier Support Institute – Fort Jackson SC .
COL Powell has deployed in support of Operation Joint Guard, Operation Enduring Freedom and The NATO Training Mission – Iraq.
His awards and decorations include the Legion of Merit, the Bronze Star, the Defense Meritorious Service Medal (1 OLC), the Meritorious Service Medal (3 OLC), the Joint Service Commendation Medal, the Army Commendation Medal (1 OLC), the Army Achievement Medal, the NATO Medal, The Office of the Secretary of Defense Staff Badge, Department of the Army Staff Identification Badge, and the Combat Action Badge.
COL Powell has been married to his wife Marie for 24 years. They have two children, Joshua, a Navy Corpsman and Olivia who is a High School student in Columbia, SC.

CSM Jeffrey C. Green (click for Bio)
Command Sergeant Major Green entered the Army 13 June 1985 at Fort Leonard Wood, Missouri. In October of 1985, he graduated from the Financial Management Specialist Course AIT as the Distinguished Honor Graduate from Fort Benjamin Harrison, Indiana.
His assignments include: 1st Support Battalion, Fort Bliss, Texas; 10th Area Support Group, Okinawa, Japan; US Army Recruiting Battalion, Dallas, with duty at Sherman, Texas; 125th Finance Battalion, Schofield Barracks, Hawaii; 101st Soldier Support Battalion, Fort Campbell, Kentucky during which he served in Iraq; USA NATO Bn, SHAPE, Belgium; He was the CSM for the 39th Finance Battalion in Hanau, Germany; 8th Finance Battalion in Baumholder, Germany; Training Support Battalion, Soldier Support Institute, Fort Jackson, South Carolina; and currently serves as the eighth Command Sergeant Major of the United States Army Financial Management Command, Fort Jackson, South Carolina. His awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal with 3 Oak Leaf Clusters, Army Commendation Medal with 4 Oak Leaf Clusters, Army Achievement Medal with 2 Oak Leaf Clusters, Good Conduct Medal (8th award), National Defense Service Medal with One Bronze Star, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, NCO Professional Development Ribbon with numeral 4, Overseas Service Ribbon with numeral 2, Meritorious Unit Commendation Award, Driver's Badge, Gold Recruiting Badge, Air Assault Badge, and the recipient of the Distinguished Member of the Finance Regiment Medallion. CSM Green's military education includes; PLDC, BNCOC and ANCOC, both in which he had the honor to be named on the Commandant's List, the Battle Staff Course, the Programming, Planning and Budget Execution Course, the First Sergeant Course, the Air Force Senior NCO Course, and the Command Sergeant Major Course. He earned a Bachelor of Science degree in Accounting from Excelsior College. CSM Green is a Life Member of the Finance Corps Regimental Association, the Association of the United States Army (AUSA), and the Veterans of Foreign Wars (VFW).

LTC Dusan I Fenner(click for Bio)
LTC Shawn Fenner has been the Chief, Proponency, Financial Management School, since January of 2011. Prior to this assignment, he served as the Deputy Director of the 469th FMC. LTC Fenner deployed with the 469th FMC in support of OIF/OEF serving as the Central Funding Officer (Theater), Ballad, Iraq, from Feb ‘08 - Feb ‘09. LTC Fenner has also served as the Deputy Inspector General, ARCENT (Kuwait); Budget Analyst, ARCENT-G8; Benelux Finance Officer, SHAPE Belgium; Director of Resource Management, J8, JTF-B (Honduras); and Detachment Commander, C-Det 15th FB, FT Hood, TX. Prior to his designation as a Financial Management Officer, LTC Fenner served for 4 years as a Field Artillery Officer deploying in support of Operations Dessert Shield/Storm as a Multiple Launch Rocket Systems (MLRS) Platoon Leader. LTC Fenner was commissioned through ROTC in 1990 as a Field Artillery Officer. He holds a Bachelor of Science in Business Management from Kentucky State University, Frankfort, KY and a Masters in Human Relations from the University of Oklahoma. His military education includes the Field Artillery Officer Basic Course, Finance Officers Advanced Course, and Command and General Staff College. LTC Fenner’s awards and decorations include the Bronze Star Medal, the Meritorious Service Medal (w/2 Oak Leaf Clusters), the Army Commendation Medal (w/2 Oak Leaf Clusters), and the Army Achievement Medal. LTC Fenner has two children, a daughter Diondra age 14 and a son DuShawn Jr age 12.
